Nationwide for the 2024–2025 training year

In Germany, the transition from school to the workforce after successfully completing high school is the responsibility of public agencies, namely the Jobcenter and the Federal Employment Agency. JOBLINGE operates on behalf of these agencies; in the transition from school to work, we are one of many stakeholders, but we make it our mission to focus on those who matter most: young adults seeking a professional future. We want to change the way the players in this system operate. To this end, we operate with 100 percent transparency and have established key performance indicators and mechanisms that are transparent to all our competitors within the system. We collaborate with over 50 public institutions across Germany .
We are successful—and it’s measurable
We bundle the commitment of business, the state and private volunteers to help young adults with poor starting conditions into training. With our tools, we create equal opportunities on the way to training and during it, right up to the successful completion of training. JOBLINGE is Germany’s best social organization in the field of integration into the primary labor market.

Young people under the age of 34 are neither in school, nor working, nor in vocational training, nor pursuing a degree. We conduct scientific research to identify the reasons for this, determine how we can reach these young people, and tailor our work specifically to these findings.

All of the individuals we place in the workforce successfully complete the probationary period, which is particularly challenging for the JOBLINGE target group. To ensure this success continues through the end of their training, we offer support to all trainees through basecamp!

All participants in the JOBLINGE program successfully transition into an apprenticeship or a job, thanks to one-on-one mentoring, our close-knit business network, and the opportunity to prove themselves in a real-world setting.
Innovative
2018
PLAN A has pioneered a new approach to recruiting skilled workers. We show how to engage target groups that have been overlooked by job centers and employment agencies and help them find successful careers. JOBLINGE uses innovative methods to bring about change in the transition from school to work.
Studies and Annual Reports
We regularly evaluate and measure our work. The first basecamp for training support was opened in Frankfurt in 2019. In mid-2023, a study on the effectiveness of basecamp was commissioned through the OECD. You can download them here. It should be noted that the study is not representative of all basecamp locations and was conducted during the early phase of the basecamp initiative. In recent years, the basecamp concept has evolved, and additional locations have been added. The offerings at basecamp are constantly being refined. In particular, there is a strong focus on integrating our partner companies through volunteer initiatives.

JOBLINGE's success is based on four pillars
The initiative’s greatest measurable impact is its economic benefit: young people become active members of society. They pay taxes and social security contributions instead of receiving social benefits. After just 17 months, the direct, publicly funded costs of the program are already less expensive for the government than simply continuing to pay social benefits. Full payback is achieved after just under four years. After ten years, the total savings amount to just under 140,000 euros for each young person who is placed in a sustainable job.

JOBLINGE aims to establish the principles of transparency and measurability in social work as the goal of its efforts and is therefore part of the eleven community for child and youth development. Eleven brings together organizations committed to equal opportunities for children, youth, and families by providing them with demonstrably effective support to help them realize their personal potential.
Reporting
The initiative’s annual and impact report is prepared in accordance with the Social Reporting Standard (SRS).

The Management Boards of the gAG and the umbrella organization regularly report on the operational and financial figures to their supervisory bodies at the local Supervisory Board meetings and the supra-regional General Meeting.
What We Are Calling For
To train future skilled workers and foster both economic growth and equal opportunities in Germany, key reforms in the area of labor market integration for young people are essential. The best way for young people to move off basic income is to start an apprenticeship. Nationwide, approximately 770,000 young people under the age of 25 receive basic income* (this text and campaign were created before July 2026; today, it would be referred to as “basic security”).
In the coming legislative period, the decisive course must therefore be set for the successful integration of young people into the labor market, focusing on three areas: (1) the quality of transition measures, (2) the management and structure of the transition sector and (3) the interfaces with the adjacent areas of school and training.
