Declaration of Commitment of the Transparent Civil Society Initiative
As a nonprofit organization, JOBLINGE is committed to the public good and to all its supporters, volunteers, and donors. We therefore place great importance on transparency and support Transparency International Germany’s “Transparent Civil Society” initiative. To this end, we meet the criteria of the voluntary commitment by providing the following ten pieces of information on this page.

The JOBLINGE initiative was launched in 2007, and the first location opened in 2008. The national umbrella organization, JOBLINGE e.V., was founded in 2012. Information on the name, headquarters, address, and year of establishment for each location can be found on the respective location pages.
2. Complete bylaws and information on our organization’s goals
The bylaws of JOBLINGE e.V. can be found here. The vision of the JOBLINGE Initiative is to make a tangible and sustainable contribution to combating youth unemployment. We pursue this goal by having JOBLINGE mobilize the strongest social forces and pool diverse skills in such a way that disadvantaged, unemployed youth can secure their own apprenticeships or jobs. “Helping people help themselves” is thus at the heart of the concept, which aims to demonstrate an innovative and replicable approach to solving societal challenges. 3. Information on Tax Benefits
All organizations participating in the JOBLINGE initiative—the local chapters (gAGs), the umbrella organization, and the JOBLINGE Foundation—are nonprofit organizations. They pursue the charitable purposes of promoting youth welfare (Section 52(2), sentence 1, no. (n) 4 of the German Fiscal Code (AO)) and promoting education (Section 52(2), sentence 1, no. (n) 7 of the German Fiscal Code (AO)).
Here you can find the last notice of exemption we received for JOBLINGE e.V. from the Munich Corporate Tax Office (Tax ID: 143/217/61608), pursuant to which our work is exempt from corporate income tax under Section 5(1)(9) of the Corporate Income Tax Act and from trade tax under Section 3(6) of the Trade Tax Act.

Without the support of numerous volunteers, the initiative’s work would not be possible. More than 1,700 individuals across Germany are involved as mentors or coaches for the youth, as committee members, or by contributing their expertise.

9. Corporate Affiliation with Third Parties
In order to offer the program in all regions where there is a need and to reach as many young people as possible, JOBLINGE is organized as a social franchise system. In this system, the local branches—which, as “franchisees,” implement the program through direct work with young people—work closely with the supraregional umbrella organization, which acts as the “franchisor.”
Cooperation between the local chapters and the umbrella organization is governed—in accordance with the social franchise system—by cooperation agreements that include a shared commitment to implementing and further developing the JOBLINGE concept. There is also a brand license agreement between the umbrella organization and the initiators—the Eberhard von Kuenheim Foundation of BMW AG and the Boston Consulting Group—which designates the umbrella organization as the franchisor and obligates it to ensure the dissemination and implementation of the concept.
Formally, the local chapters joined together in 2012 to form the supraregional umbrella organization JOBLINGE e.V. In addition to the nine JOBLINGE gAGs (as of 2019), the JOBLINGE Foundation is also a shareholder in the umbrella organization. The JOBLINGE Foundation was established by the Boston Consulting Group as a grant-making foundation to provide long-term support for the initiative. Unlike the local chapters and the umbrella organization, the foundation has no staff.
10. Names of legal entities whose annual payments account for more than 10% of the total annual budget
The JOBLINGE initiative is funded through public-private co-financing. Public funds account for an average of 60% of a location’s budget. Nationwide, 50 public institutions support the initiative, supplemented by numerous corporate and private donations.
The umbrella organization, JOBLINGE e.V., is funded exclusively through private fundraising.
